It contains the pee so when the child/boy of course has to go pee while your changing a diaper you don't have a sprinkle up in the air. :)

The answer above describes what it does. It's a cover for the genetalia of the child so they will not sprinkle in the process of changing a male baby. Lol hope that helps.
