I am curious, on the postmark, what does the numbers 99.7.14.8-12 stand for?

I believe that is the date and time stamp. This came on a very large package with stamps of all values in the summer of 1999, unless my memory fails me.
I interpret the mark to mean: July, 14, 1999, 8:12 am (or, it would have been 20-12 if it were nighttime) -- my best guess.

Anybody else got a better answer please comment.
