Trumpet vine seeds do need a stratification process to wake up from dormancy. Basically they need a period of cold before they will sprout. That is why most people plant them in fall so they will sprout in spring. But what I like to do is place them in a drawer in the refrigerator for a few weeks and then you can plant them in the ground or in pots and they will sprout.
