Yes it is open and no it does not have the French tip. Yes the Acrylic liquid, powder, and the glue has not been opened and you need the brush for the Acrylic liquid and powder.

I'm curious why it says winner pays exact shipping, if it is infact free shipping. It's missing the brush and french tips, but otherwise everything is there and unused, correct?
