Welcome! You are looking at an EZ Bow Maker Jr. This create little tool allows you to make beautiful designer bows, the "EZ way". Made by the Lion/Ofray Ribbon Company. New and comes with instructions for making 8 different designs.

Is it just for gift bows or could you use it to make hair bows as well?

The directions say it is for smaller bows and hairbows using 3/8" to 2-1/4" ribbon and that all you need is light to medium gauge floral wire and ribbon.
