I believe it is. I made 1 scarf from this yarn and they look just like the one in the sample pictures in the Iinks I provided

Is it possible to make a ruffle scarf with a crochet needle, or a loom? Do the holes pull apart far enough?

I use crochet hook to make ruffle scarfs. Yeah, the holes pull a part enough to insert a hook. Depending on how thick you want your foundation chain to be, you can use crochet hook as small as 4mm and as larger as 6mm. I am not sure about the loom though, I never use one.
