Well they're 'thigh-high's ~ so it mostly depends on the circumference & length of a person's leg from toe to thigh, really.. but basically if you've a leg with girth or are exceptionally tall, they'll be well above the knee and up high enough for a garter to grab or to fit a thigh-high boot, but maybe not more than low to mid thigh.. whereas if you've a thinner leg they'll go far higher on the thigh just due to the multidimensional stretch of the silky threads of nylon/spandex/etc but still be more a stocking than tights unless they are tights :) I hope that helps!
