This dress is a navy and white striped H&M brand Divided dress- the size on the tag says 4 but it runs smaller I'd say sizes 0-3. If you're a 4 you're welcome to try it just know it will probably run a little tight.
I wore this literally 2 times so it's still like new. It was bought last year at H&M. The length is above knee, maybe mid-thigh on me (I'm 5'4"), the length from top of straps to longest part of bottom is about 31" and the shorter part (kind of has slightly longer areas) is 2" shorter, or 29".
