This is for a used WinTV capture card.

It's a PCI card that plugs into any Windows-based computer & lets you watch anything from VCR tapes to cable TV on your computer by attaching a cable tv cable into the card.

You can also watch video game systems connected to the computer through this card.

It also lets U record live TV to your computer as well. Not a newer card (does not have the FM Radio option) but it does record both sound & video.

And yes, it works with Windows version from 98 up to 7 (I know this because I have tested it in XP, Vista & 7 ... plus it was made for older systems as well).
