I never wore it but holding it up to me (I am 5'1") it goes to about the middle of my calves...so maybe knees to a smidge below on someone 5'4" :)

I haven't, it was given to me a bit ago & I have lost a lot of weight since then so I wouldn't be a good indicator if it is true to size. I am sorry.
