No, but I'm guessing a poly resin maybe- it's heavy, here's what it says on the back: 2004 Art Americana, a division of Intercontinental Art Inc, Compton, Ca.

UPDATE- I noticed on the back of the Orange fish there is a small chip on the bottom of the tail- you can't see it from the front, looking at the picture-
