Neck:7" and can adjust to a little bigger because its has the velcro opening. Chest is open. Belly velcro: 12" to just a little bigger because it has the velcro. Length: Aprox 8". I hope this helps :o)

I know this coat is intended for a dog, but would it fit a cat? I have this stray cat outside my house, and the poor thing is probably freezing, I can't bring it inside either.

Depending on the size of the cat. Although it would be a nice gesture, I dont think he/she would keep it on...for long anyway. I would hate to have you spend your points & it either not fit, or the cat not use it. I would try calling your local humane society & have them come & get the cat. That may be its best chance for survival with winter co close, :o)

Actually I did call them and I told them about the cat (its been outside for years now) and they said that they would most likely put it down.. so I have been feeding her but I cant allow her into my apartment because my boyfriend is highly allergic to cats..

Oh no... Thats not good. If it is tame enough, maybe put up an ad in your area & find him/her a home. Or another option, if you want to keep it around, a small insulated/heated dog house. I did rescue for many years, I know how ya feel. :o/
