This is a genuine US half dollar coin made between the year 1971 and 2013 with the eagle design cut out. This is the part that remains after the eagle is cut away by a coincutter. The cut away eagle design removed is used on a necklace, tie tack, or ear ring, and usually the remaining part of the coin you is melted and recycled.
It is no longer a coin, and you cannot spend it now; it is scrap. It is legal to cut and use for jewelry, or a golf ball marker, but can never be spent, or attempted to spend. That would be fraudulent.
