The Phoenix Roadrunners were a Major League hockey team that played in the now defunct World Hockey Association (WHA) from 1974 to 1977.

This item is a thin type of patch/applique (material unknown).
The package states that it is colorfast and washable, and can be used on jeans, jackets, shirts, sweaters and other clothing items.
