It was designed to be in a car, not on a car. No it is not water proof. If you are intending on using it for something other than its intended purpose that requires some modifications, than waterproofing it should be no problem for you. I don't mean the facetiously..

I'll be listing two others for a more reasonable starting bid. I was out of credits at the time I listed this so 499 was the max I could start at.. When I list the next one after this is closed you'll understand why the starting credits will be much higher..
