Very good question. I have a friend in New Jersey and he seems to grow pretty much the same plants I grow in Texas. Isn't that close to your zone? My daughter lives in Charlotte NC and she says everything and anything grows there......lol I'm not familiar with your climate, so I really don't know.
I don't smoke, so have never used the plant for tobacco. The leaves is what you dry and use for tabacco. I won the seeds on here last year, and loved the foliage.
Growing Information: Seeds should be surface sown in fertile, well-draining soil in full sun. They are best off being direct sown after any danger of frost or sown in trofts outside and transplanted to the ground when about two inches tall. They can also be started indoors for an early start but you have to keep them warm. Thin plants to about a foot apart, and cut off the flowering tops to increase leaf size. Regular fertilization is recommended
