Yes, the instructions only use wire, that I saw anyway. I'm sure it's possible to use a different material but the structure may not maintain as well with wear so it really depends on how you'll use it. Sewn to something: a strong string/thread would probably work fine (if not better) For jewelry: wire is probably the best route.
