I pulled on the material and it did have some stretch. It is cotton and polyster. There is elastic at the waist. It seems to me to have a roomy top area.

I believe so. Don't know how big we're talking. I'm small chested so everything is roomy to me.lol I put it on a manique that was 26" around the bust and still had room to spare.
