yes comes with a wall charger, but not car charger. i use a universal car charger.

it doesn't take a refill card. you can either go online to youwillswitch.com or you can go into a Mobile Nation store and get it hooked up that way, it will be a monthly bill. it will cost 45.00 tax and all
