Yes. It is a device for wifi access on the go. It allows you to access the internet anywhere you are using your computer or device with USB access. Of course you need to have an internet plan for it through the cell phone company, just like you would have to have an internet plan for your cell phone. This is an at&t device. I used it exacetly the way it is. I never had to insert a sim card, so I am not sure.
