Butterick Sewing Pattern #3041 from 1993 for a child's winter cape and hat. There are several options for the pattern including a detachable capelet (just over the shoulders like in View B) and also a hooded cape (View D.) This is size 7-8-10 which indicates on the package it is for girls with 26 to 28.5 inch chest. The pattern has been previously used, some pieces have been cut to size 10, so you can still use it for any size you want. Some pieces are not cut. I checked the pattern to make sure it is complete. All pieces are here and the instructions. Really cute winter coat option. Rated as an easy pattern.
