For those of us not familiar with Skylander, what is the portal? Does it do anything without Skylander?

The Wii/WiiU portal of power is used to bring the skylander Wii/WiiU toy figurines into the game of Skylanders, You'll simply place the toy on the center of the portal and instantly the character will appear in-game. You can change them all throughout the game. The figurines are sold seperately at places like Wal-Mart, electronic stores, etc..

i don't know much about the skylanders things (my son loves them), what do you mean by "toggle"? is this just the portal or does it have the cord to plug it into the wii?

Sorry, it should be a dongle not toggle. It is a skylander electronic thing that is plugged in the back of the wii portal that makes the portal wireless.
