Yeah, you do still need to unlock RockBand 2 songs but not the RB1 songs when they are exported. There's a code you can find online, but it disables scores and savings and has to be re-entered each time.

The easiest way to unlock the RB2 songs is to go to World Tour, choose Challenges, and do the decade challenges (60's challenge, 70's challenge, 80's challenge, and 90's challenge). You'll have to play a few other challenges to unlock the first of these, then you'll see a regular and infinite decade challenge appear. Just do the regular ones (not the infinite ones) and you'll have all 84 of the RB2 songs unlocked in no time.
