After defeating the White Russians and international forces, including American troops, sent to put down the Communist Revolution, the Soviets issued this stamp celebrating the consolidation of power and control in 1921. This uncancelled stamp is rare because soon after issuing it, the Soviets changed currency and overprinted in red or black print on the these stamps the new value.
