This dress is from All That Jazz, Made in California U.S.A.
It is a small - 100% ployester & machine washable, though it looks & feels like crushed velvet.
It is green (actually lighter than the pics), depending on the lighting it is either as pictured or lighter. The halter top buttons behind the neck with two beautiful vintage looking buttons. There is no zipper, just slides on.

Top of dress/underarm/above breast is 15" across.
Waist is 12', with the hip being 15". Entire dress is about 28" top to bottom.

It has no rips, holes, stains, or damage and is in really good condition. It looks super on!!!
