Revolutionary from Michoacán since 1906, he was dedicated to the media; founded several newspapers in political opposition to the regime. In 1910, he joined the Revolutionary Council of San Antonio Texas, USA, which organized the first steps of the Maderista Revolution. In 1911, he joined with Pascual Orozco, in taking Ciudad Juarez. At Madero's death, he joined the Constitutionalism. He took part in the first agrarian reform carried out in 1913 by Lucio Blanco. He was one of the signers of the Plan of Guadalupe enacted against the usurper Victoriano Huerta.
His most important political and social work was his participation in the Constituent Congress 1916-1917. Constituent Deputy for Michoacan, was a distinguished member of the radical group, along with Heriberto Jara and Luis G. Monzon, who gave the Constitution a profound social content. At the triumph of the Revolution, he held various public offices as governor of Michoacán, Secretary of Finance and Public Works in the cabinet of General Lazaro Cardenas. His influence on the Petroleum Expropriation was decisive as President Cárdenas commissioned the drafting of the Manifesto or preamble that was released to the country which was one of the most significant events of Contemporary Mexico.
