Semi Postal stamps raise funds for worthy causes through the surcharge applied when each stamp is sold. The US didn't produce semi-postals until l998, the idea is based on a tradition begun by the British Post Office over 100 years ago.
Information from a fellow Listian: The extra 11 cents goes to save vanishing species and isn't included in the postage amount. So the stamp would be enough to send a 1 ounce letter but the extra 11c wouldn't go toward a 2 ounce letter.
