Ok, I just have to ask... what is the "F" meant to be for? The only "F" I have ever seen as a mint mark would be on a German coin. Are you sure it is not a "P" ?

They are referring to the designer's initials under the date.

I have never seen an "F" before but it is clearly an "F".It might be a misprint. I'll try to get a better pic.
