Hi Bidder's, this is a size 2X. White on white handkerchief hem peasant skirt. Very full with lots of draping and gathering to show motion when you move. Sewn white cloth appliques throughout the whole skirt ( shown in detail pic #2 ). Made by Komotion NY, 65%cotton, 45%polyester with inner slip skirt attached. Slim, cloth over elastic, waist band for comfort and long white sash attached. Rarely worn, no longer fits. Great summer skirt, can be very dressy or casual depending on your mood!

it is elastic, covered by the same cloth the skirt is made from. It is a narrow band, has lots of give to it and is in perfect condition. That means it's not stretched out.

it's about 36 inches from waist to tip of longest parts of the hem. Like I said it is handkerchief style so the hem varies in height. I'm 5'4" and it comes to my ankles in flats. I tried to show the varying hemline in the first pic. Hope this helps!
