Smiley... it means the seller can't/won't charge you extra 'handling' charges... so if it costs the seller $.88 in exact postage to mail, you only pay $.88... if it costs $4, you pay $4. They can't charge for packaging, gas, etc, anything over the exact postage. You should be able to send your zip code and ask for the exact shipping cost. Although if it's not in a box or anything, being so small, First Class would be the same cost anywhere in the US, and this shouldn't cost much, should be well under $2 at most. Also tho... not sure if it's just lint/light/etc... but this appears to have numerous nicks on it, so it almost looks used, not new.
