Outward Hound doggie back pack. Small or XS, not sure. Only used a few times. Has a strap to go around stomach & one goes around the neck area & both are adjustable.

Both sides open for supplies, plus a zippered pocket on both sides. Lots of pockets to add weight for exercise or carry supplies.

Comes from a smoke free home.

I have pomeranians but they both weigh about 16 pounds & it is too small for both of them. If your beagle is smaller than that it might work.
