Dark brown back ground with hot pink & neon green & white circles, has a matching change purse. Dark brown nylon handle with pleather in the middle of handle for gripping. It has 3 pockets inside. One that zips & 2 open pockets, also open pocket on the pout side. Never used. Brand new.

Yes, the purse is 12" @ the top, 16" @ the bottom & 11" tall. The change purse is 5 1/2" @ the top, 6 1/2" @ the bottom & 3 1/2" tall. I hope this helps you. Any other questions plz feel free to ask. :)

What kind of material is it made of?

I'm not really sure. It doesn't have a tag inside saying what it's made of. I think it's probably durable plastic but my boyfriend says maybe vinyl. Sorry I can't tell you what it is for sure.
