Its from back when they where made the chemicals they used to clean the presses they used to not clean the chemicals off properly so they stamped them into the coins so after some time they looked like they would have what looked to be milk stains. I just learned that not too long ago about that on a coin show lol not all have them but a good bit do I guess, I never saw it in person myself tho.
