this one is new without tags, but it does have a tiny bit of threads coming loose on the neck ties, I have felt them and although they keep pulling out, they don't seem to be holding anything together, It looks like when it was tried on that the stings elastic was pulled to tie it and the thread wasn't elastic and it broke free (bad design) Again, I think it was decorative,but have not pulled it all out in case you wanted to see how it was if you wanted to replace it The tie strings are still very pretty without this white thread. They have all their elasticity as the top is brand new without its tags.
