Absolutely, it is a special rate for books, dvds, cds, vhs, cassette, any tape like reel to reel or 8 track, and any printed material that does not have ads. It runs around 3 bucks for one and two pounds, where as priority is 5 something for one pound, as well as the new parcel rates. It is handled as a lower priority mail, so it does take a tad longer to move. I have found 7-10 days as an average, but one time it took almost a month to get to me. Hope this helps!
