why only 25 made?

They came from the 2013 topps a&g pack there called short print minis they have red back black backs the red back cards are all numbered on the back with no base set card numbers and this one is only numbered to 25 being made it was pulled straight out of a pack I believe the odds of pulling one was high number odds I had pulled another one out of a pack a few months ago of another player that was only numbered to 10 being made that I traded off to get something I wanted in my own collection thanks
