No, I never state that you have to pay for shipping. I simply now add a blanket disclaimer to all my listings...It clearly states that it is only for those that require shipping payment...the listing itself clearly shows "Free shipping"

I imagine it is. I was a 22 when I bought and wore it. every body is shaped differently though so what fits one may not fit another the same...

it's a poly/spandex/rayon blend ... so there is a little stretch to it
