pigmented means eye shadow fine where it has the powder like a mineral shadow, regular glitter means no powder residue at all and it is 100% glitter in it :D fanned and bidded

You can use a brush. Yes. That's what I use to put it on as eyeliner, it turns out beautiful. It includes decoupage to make it really stand out more. You can put it anywhere you put make up. Thanks! (-:
