Is this a stretch bracelet

There is some stretch to it, but not like you would find with elastic. I use a thicker cord in the SmiledSoul bracelets which are then anchored to the barrel clasp.

There is some give, maybe .5" to 1" but not the kind of stretch one would get with with a thin elastic. These bracelets are made with a thicker cord anchored to barrel clasp. There is more give then if they were made of metal and less give if they were made of elastic. I hope this answers your question.
