hello!!Yes it's solid steel.It,s for a safety harness.You can use the information I put in my description.I guess it will ship for a two pound rate from my experience.Ok I just tried a flat rate box.$6.00 will cover it.Oh yes the clip is in pretty good condition,it snaps into place like it should.Hope this was of some help to your questions.Have a great evening.
