a PROMO sticker like that means that they have been previously viewed, then a store like Dollar General has restored the discs and resealed the package and sold it in their store at a discount price. I buy dvd's like this all the time and they are always in good condition they are just cheaper than if you bought them brand new from wal mart, but the quality is no less than that of a brand new DVD.
Also, sometimes Screeners/promos are DVDs that are released early by the studios to media outlets and retailers who are looking to preview the product, either for reviews and articles or to possibly place an order.
Contrary to what dmock521 is telling everyone these are not previously viewed and resealed DVD. They are BRAND NEW and bought from a Walmart on Black Friday that is what the promo means on the DVD. Walmart put the stickers on during there Black Friday sale.

I do know that on black Friday In the past few years Wal-Mart has had the studios manufacture specific runs of movies for Black Friday, marked with a "Promo" sticker, they scan at normal prices once the Black Friday sale is over.
