Do you just start these in water and they will root or put them into moist soil with some rooting powder?

You can try water it does work for most plants especially if you add a bit of fertilizer to the water. Root powder does help but not necessary cause they do root easily in soil. A no fail rooting practice is to place a clear plastic bag or I use large glass or plastic containers turned upside down. over your cutting after planting them in a pot. This helps the cuttings by not allowing them to dry out until they can develop roots.
