I'm sorry it has taken so long for me to get back with you but I haven't been able to find a tape measure for the life of me! from the top of the handle to the base of the larger bag is 28 inches and the width is 15 inches. For the smaller bag, its 9in. x 5 1/2in.
as far as the material goes it doesn't say anywhere on the bag but it is very lightweight.
