Hahha..thanks! Yes it would! The top of it is crinkley, it is small to begin with, but expands. If you wore it as a skirt it could ride high or low, and its just as good for a dress with the top being like a tube-top fit.

The material is stretchy, and it depends on your body where your hips would be within the fabric...Depends on if you wear it as a dress, or as a skirt....there wouldnt be a definite measurement.
