This is a Christmas dog collar from Old Navy. Very nice fit a medium size dog.

right now I have it at 15 inches, but it can be let out quite a bit and taken up quite a bit so it will fit most dogs, probably not the toy breed though

My dog is 11 lbs and needs 11"&1/2" collar, is this one too big?

I would think no, it should fit, my dogs are 27 lbs and it only taken up half way, and like i said you still can take it up another few inches. But it is wide about 2 inches, but it sure is cute on them
