MIP, to me, means the item has not been out of the blister on card therefore is mint. If you want package mint, then no it is not package mint. I don't usually judge keychains in same category as baseball cards. This was actually meant to be opened and used as opposed to collected.

Because its a keychain and toy laws wouldn't let it shoot water without packaging warning.
