These had been tested in several cities and were designed to reduce handling and to speed -up the mail. A special permit is required for use of these by the public (except for such notable examples as the 1969 6-cent Christmas stamp (designed by Stevan Dohanos) and later Christmas mail issues).

Condition: In the early 1950's, I found this in the back of my grandfather's office drawer.
It appeared to be an un-used stamp folded onto and adhered to itself.
It did not seem to have been used for mailing.
(This was my first attempt to rescue such a stamp.)
It retains partial but quite disturbed glue.
However, it is deeply creased.
