It's a juniors, the straps are adjustable too. I have seen girls wearing them though with cardigans.

What is the bust size around the top and from the top of the dress to the cinched part?

I'll have to measure it in the morning, to be positive, but I'm a 38c and I still had to adjust the straps to make it tighter. I'll measure it though, and let you know.
