Those are the outside dimensions from the top of the frames to the sides of the frames, therefore the picture or photo you put in them would be smaller. These are perfect for Collectible ACEO Art Cards which measure 3 1/2 inches X 2 1/2 inches. They both have glass in them. One of them is missing the backing so you can sit the picture on a table.
