On Scott #634, this appears to be an example of a US Bureau of Engraving and Printing's Pre-Cancel:
"NEW YORK N.Y.", in all capital letters with (roman/serifed) type, and two lines (not bars).

"Pre-cancels" represent a highly specialized area of stamp study and collecting in which the stamp is of limited concern compared with the printing methods, typography, and text of the "over-printed" matter.

Originally tested in three cities, these became widely used to reduce handling and to speed-up the mail.
A special permit is required for use of these by the public (except for such notable examples as the 1969 6-cent Christmas stamp (designed by Stevan Dohanos) and later Christmas mail issues).
